Statement of Purpose
The Capacity-Building in Construction program (CBIC) is designed
to provide opportunities to entrepreneurs and workers from historically
disadvantaged segments of the workforce for developing and refining
their construction-related business and trade skills. The aim is
to supply qualified, competent workers and DBE’s to the industry
while also providing traditionally underserved groups with access
to good jobs and increased long-term earnings.
The program is made up of the four main modules:
Construction Entrepreneurship Module (CEM)
Construction Workforce Preparedness Module (CWPM)
Construction Engineering, Planning and Design Module (CEPD)
Emerging Applied Construction Technologies Module (EACT)
All services and training provided to participants is free; financial
and in-kind support is provided to the program from a variety of
public and private partners (including government, businesses and
community organizations). Major funders and program partners include
the City of Toledo, State of Ohio, U.S. Department of Labor as well
as the Associated General Contractors of Northwest Ohio and the
Northwest Ohio Building and Construction Trades Council.
Advisory committees comprised of local businesspeople,
skilled trade representatives and community leaders guide the activities
of each of the modules.
