Statement of Purpose
The Greater Toledo Urban League, Inc., LEAP II & STEP-UP Program was created to help unemployed, and under employed individuals, including minorities and females, achieve a successful and long term career in the building and construction industry.

The United States Department of Labor, Bureau of Apprenticeship and Training, Department of Housing and Urban Development, Office of Labor Relations and the Ohio Apprenticeship Council approve the LEAP II & STEP-UP Program.
